Pacific Blue Cross acquires D.A. Townley & Associates Ltd.

September 24, 2014 – Vancouver – Pacific Blue Cross and D.A. Townley & Associates Ltd. have joined forces to expand delivery of third party benefits administration to unions, employers and associations in British Columbia.

Pacific Blue Cross will acquire D.A. Townley & Associates Ltd. under the terms of the agreement between the parties. The deal will close on January 1, 2015, at which time D.A. Townley & Associates Ltd. will become a wholly owned division of Pacific Blue Cross. Terms of the deal have not been disclosed.

D.A. Townley & Associates Ltd. is Western Canada’s largest third party administrator (TPA), overseeing 1,000 benefit plans representing approximately 100,000 members. Pacific Blue Cross is British Columbia’s leading provider of extended health, dental, life and disability benefits, serving close to 8,000 group clients and 1.5 million members.

Both companies are headquartered in Burnaby, B.C. Employees at Pacific Blue Cross and D.A. Townley & Associates Ltd. are represented by CUPE 1816 and COPE 378, respectively.

In 2014, Pacific Blue Cross implemented new technology to enable more flexible, efficient and measurable plan design and administration. “Third party administration is becoming more attractive to employers as plan designs become more complex and time-consuming to manage in-house,” says Pacific Blue Cross CEO Jan K. Grude. “We are delighted to grow our TPA service offerings with a partner who shares our values, strong union relationships and intimate knowledge of BC health care.”

For a period of two years from January 2015, business operations and leadership will remain separate as both companies work on a transition plan.
